It was furnished by Mr. Stein, the local agent of the United Fruit Company.
It may be noted that the Fruit Company is specifically singled out as one of the objects of the attack which the Sindical is fomenting. Grant Smith seems plainly to have been referred to in paragraph of this document, where the statement is made concerning the arrival in Mexico of Mr. Grant.
The receipt of this document has spread consternation among the local officials, who, apathetic for the most part until very recently concerning this alleged menace, have now gone to the other extreme. drastic regulation covering immigration has been submitted to Congress by the Minister of Gobernación, and seems certain to pass with little or no delay. It is proposed to make its provisions effective at once, even at the cost of serious inconvenience to travelers who may already be en route to Costa Rica, Tourists are expecteā to experience no inconvenience.
The Government also appears to be in possession of the confidential data on Communist activities in Central America which refer to Frank Palmer, ultra radical, and Harvey Connor and Jessie Llofa, who are said to be on their way to Latin America. The haste with which it is sought to pass the regulation referred to above is largely for the purpose of refusing to admit the three mentioned above and similar types who are expected to visit Costa Rica soon.
