THE PRESIDENT OF THE REPUBLIC DECREES: and L16 Supplement Article of the Postal Regulations, approved by decree No. 31 of July 8, 1921, in the following manner: In the same manner, it is definitely prohibited to circulate by means of the mails all classes of communist publications or those which have dissentious tendencies; or which go against the security of the State and public order.
Those received from the exterior will be returned to the place of origin and those circulated in the interior will be confiscated, without prejudice to the penalties applicable upon the guilty parties.
