Since 1928, the MOPR has established national actions in Casta Riaa, Equador, laiti, Honduras, panama, Porto Rico, Peru, and the Philippine Islands. The two resolutions transmitted to the Departmant with this des patch have a direct significance to the laternational work of the MOPR. They call for an intensified campaign for the international education of the Soviet working mazges, including foreign WOTE en and specialists, to the end that MOPR mebership increased to 10, 000, 000 in the Soviet Union.
