Among their more recent activities this special agent reported that the group were forming plans for the assassination of either the Minister of Public Safety or Manuel Castro Quesada, or both.
Minister Quirós, in reporting this to the President, explained that until the advent of the so called Polacos. no such activities along the lines mentioned above or disturbances of this nature had ever occurred in Costa Rica. In other words, he blamed the influence of the Polacos. The President authorized him to expel all foreigners connected with the group and deal in any other manner which he considered necessary with those members who are Costa Ricans.
The Minister advises me that he has under advisement a plan which he will probably put into effect very soon, whereby, with as little outward disturbance as possible, the foreigners will be compelled to leave the country. He has not yet decided what course to pursue with the Costa Ricans, though he feels that these can be thoroughly dominated without resorting to extreme measures.
