DECLASSIFIED Authority Stateletter Inhz by me Nara Oz! e 24 181 While the above mentioned recommendation of the Congressional committee is not conclusive, it is quite probable that since it coincides with the position taken by the Executive, will be heeded by the Legislative body, and that a decree along the lines set forth in their report will be promulgated.
It may be noted that Carlos Maria Jiménez Ortiz, one of the candidates for the presidency in the coming elections, is a member of the committee which disapproves of the Communist Party inscription as a political entity. This will doubtless mean that no members of the Communist group will vote for Carlos Maria Jiménez.
At the same time, as mentioned on page 10 of my despatch No. 583 of September 5, 1931, the fact that Ricardo Jiménez has openly stated that he would favor giving the vote to the Communists as a party, will result advantageously to him. It is not thought, however, that the Communist group in Costa Rica can muster sufficient strength to make any great impression on the results of the coming presidential elections.
