Enclosure www. pauca 607, dated Sep DECLASSIFIED TRANSLATION Authority Statele ter lahz Sy me NARA 02:0 24181 Constitutional Congress:The undersigned, members of your Legislation Coromittee, charged with deciding on the opinion handed down by the Exeeutive relative to the status which those who are affiliated with Communism may have as such in the political contests, respectfully render our report in the following form: We accept and adopt the reasons cited by the Secretariat of Gobernación for denying to the citizens holding the communistic ideas the right to inscribe their party and take advantage of Article 44 of the Election Law to campaign legally and actively as members of an electoral group or band.
The opposition of the Executive Power toward recognition as a national entity of the so called Conmunist party has our full approval, because this movement tends to perburb the tranquil life of the Costa Rican State.
Communism sustains and practices principles which undermine the bases of the family, of the State and of Religion: so that all the nations of the world where it has succeeded in gaining a foothold are opposing its lamentable activities by the most radical means available. In some countries it is considered a crime against the State merely to be affiliated with Communism, because of its violent methods which mock at all human rights, and because the Communists in general obey orders and instructions from a foreign power.
At the present time, Spain, which cannot be accused of conservatism, in these moments of making herself Republic, has denied a status to communism which as such
