In this country nationalism has always existed, occasionally cropping out and contributing to well defined movements and policies, and during other periods remaining quiescent and under the surface. The important consideration is that it has always been a factor in the national life and that it is not some thing that has evolved under the stimulus of acutely unsatisfactory economic conditions
