DECLASSIFIED Allthority, Stateletter Tahz Ey me, NARA Date 24 981 The present leaders of the Communist Party in Costa Rica (vide enclosure to despatch No. 1282 01 January 23, 1933) are by no means of the class who talk Marxism and practice capitalism; Manuel Mora Valverde and Carmen Lyra (Isabél Carvajal) have long attacked such luke warm champions of the laboring classes as Julio Padilla and General Jorge volio; Salomon de la selva, the Nicaraguan emigrado and former American Federation of Labor organizer, is also attacked by the communists of costa Rica as na boot licker of capitalists. There is therefore a wide difference between the practicing Communists and the politicians who have used communism as a bait with which to draw the votes of the laborers, and the newspapers TRABAJO (organ of the Communist Party in costa Rica) and LA VANGUARDIA (organ of the opposition Group in the Congress, headed by Deputy Julio Padilla) violently attack each other and their respective policies.
