LA The Honorable The Secretary of State Washington Sir:DEC 2 DEC 12 1933 FILE have the honor to report that a so called Fascist Party has recently made its appearance on the political stage of Costa Rica. The organizer is understood to be Rafael Cardona, a native born Costa Rican who has lived for a number of years in Guatemala and Mexico. In Guatemala he acted for some time as Chief of General Ubico Press Office until he and General Ubico had a disagreement, after which Cardona went to Mexico and became a Mexican citizen. He has been in Costa Rica now for several months.
