The Party success in the elections will doubtless vastly increase its prestige, and furthermore a steady supply of funds will be available for propaganda purposes with proceeds of salaries paid Communist officials. Their two deputies will each receive 700 golones per month, but it is understood that they will each devote 500 per month thereof to propaganda. The Communist newspaper TRABAJO continues to appear and recently began to edit an English supplement which circulates freely among the Jamaican negroes in the Limon district. In the last election it is significant to note that in that district Communists received 295 totes out of a total of 1137.
One sector of public opinion blames the Communist triumphs in the last election on the failure of the public to go to the polls, pointing out that only about one third of registered voters cast ballots on February 11th. This abstention allowed a small, well disciplined group like the Communists to elect a few of their candidates at the expense of scattered, apathetic opposition.
To correct this situation there is a great deal of agitation at present in favor of making voting compulsory, providing for a system of fines to penalize delinquent citizens. The Minister of Interior
