The Rules have also been ahanged to prevent large groups of Communists from crowding the galleries of the Congress. There are transmitted herewith a clipping from LA GACETA. DIARIO OFICIAL, of June 20, 1934, with translation, which contains the changes in the Rules of the Congress.
The Communist Deputy Mora, as well as other Deputies, including Dr. Ricardo Moreno Cafias, in discussing the suspension of Congressman Jiménez Guerrero Immunity, pointed out in their debates that the ao thon of the Congress might be said to constitute a show of sorse by the Administration Deputies. During a heated debate between Deputies Mora and Martin, the latter angrily called Mora a llar and used other abusive language toward the Communist Deputies, but no action has been taken against Martin because he is one of the leaders of the Administration blook in the Congress. It was also brought out that the Congress has not attempted to suspend Deputy Asdrubal Villalobos for the evident part he took in the forging of pay vouchers (vide Despatah No. 170 of March 22, 1934.
