By ME, NARA Date 24 18 The governing theory seems to approve the thought of the rich getting richer and the poor becoming poorer. And that philosophy, in the last analysis, believe, is responsible for much of the Communist unrest here.
The Government has manifested a mila interest in rectifying some of these injustices since the mob violence made its appearance in San José in May, 1932. Fairly extensive public works programs have been carried on to absorb most of the legitimately unemployed and a Labor Bureau has been organized with the ostensible purpose of improving employment conditions and eventually fixing minimum salaries (the present minimum wage is set by law at one colón, about 22, per day. During the course of the present week, President Jiménez signed a bill authorizing the Government to import sugar and sell it for 17 colones a quintal when the retail price exceeds that price, as it has for many months.
This is expected to bring the price of cane products more within the reach of the poor classes for whom they have been exorbitantly priced, along with other staples, for some time.
The future of Communism in Costa Rica, in my opinion, will be absolutely determined by the Government own policy towards social and economic reforms. If the presently mildly humanitarian policy is continued and eventually expanded so as to
