Arturo Volio, a typical hand shaking, baok slapping type of politician, has managed to have himself elected to the Congress for some years past and has been President of that body since May, 1932.
He belongs to the Cartago wing of the so called Ricardista party, has been a faithful supporter of President Ricardo Jiménez, and would have an excellent chance of becoming chief executive were his personal reputation not quite so questionable.
He and León Cortés are political enemies, which is a factor that complicates the selection of a candidate from the ranks of the Ricardistas.
His brother, General Jorge Volio, is easily the most colorful personage in present day Costa Rican politics. Ex priest, soldier, parliamentarian, social reformer, literary dilettante. he is more like a character out of the Renaissance than a Twentieth Century Costa Rican Congressman farmer.
