In fact, from present indications it appears that of all the candidates now in the field, Don Julio Acosta has perhaps the best chance of any of being the next President, not due to the fact that he is outstanding but because he has been chief executive already, is a man of mature years and falls more or less into the elder statesmen category. Acosta candidacy, Raúl Gurdián is apt to be next in line. Despite his drawbacks, there appears to be a better chance of concentrating on Señor Gurdián than on any of the other available men.
Whoever the successful candidate may prove to be, he will doubtless have to continue the liberal tendencies which have been a rather surprising characteristic of Don Ricardo present term. In large measure, the many emergency and other laws that have been adopted during the past three years have been the result of congressional action and initiative.
