on the evening of September 5th (my telegram No. 47 of September 6, p. Mora, in a speech at Limón, ad vocated the burning of the property of foreigners and if necessary the death of those who opposed the complete finllment of the Communist objetivos.
Mora speech was directed against American Interests in Costa Rica and was regarded as the most sensational development of the strike up to that time, and it had the of foot of greatly alarming the officials of the country.
As rayoxted in my Telegram No. 47, called at the Foreign Office to again urge the Foreign Minister to take such steps as were necessary for the protection of Amoxtann lives and property. It parhaps was not necessary for me to have made this onll, as the Government had become thoroughly alarmed and was considering the sanding of troops to Limón to replace the special policemen who had been demobilised after apootal guard duty throughout the rural districts.
My visit, however, helped, unquestionably, to Improna upon the Covernment that regarded the situation as grave. This, inotdentally, ws the Temposat adeo of the Ameri oan Ves Consnl at Limon and of the Americans generally. short time after ny visit, received a telephone call from the President Suoratory, for my information, to the street that 150 soldiers were being sent to Limón that afternoon on a special train.
Later in the afternoon, Toreign Minister Cardián himselt called at the treation, at the requoat of President Jindnes,
