REPRODUCED AT THE NATIONAL ARCHIVES. DECLASSIFIED Authority Stateletter Mhz ey ME, NARS Cat: 24 18 Now Mr. Beeche a man possessed of similar qualities.
The second political development of interest during the past week, as stated above, was the election of Communist Deputy Manuel Mora as candidate of the Communist Party. Mora candidacy will not affect the outcome of the campaign, however, as he has not reached the constitutional age limit of 30 years for qualification as President. His candidacy will resemble similar efforts in the past in American politics when Eugene Debs was the per ennial candidate of the Socialist Party, for the purpose of keeping alive interest in that cause.
Mora has himself admitted that his Party has no hope of success in the campaign, but that through his candidacy it wishes to maintain the interest of the proletariat in the cause of Communism.
The fact that Mora youth will disqualify all votes cast for him will, however, make the campaign between Beeche and Cortés a clear cut one, assuming that no other candidate appears, as one of them will necessarily obtain a majority of the votes cast and the election will not be thrown into Congress, as happened in 1932.
The campaigns of Messrs. Beeche and Cortés are now well under way, following traditional Costa Rican electioneering methods. The campaign promises to be interesting, as already a note of bitterness has entered the statements made by the respective party workers that was notably absent from the brief campaign
