DECLASSIHED Authority Statele Her Mohr By Me NARS. 2418 Rica as far back as 1920, at which time he edited LA PRENSA. and engaged in violent anti American propaganda 11. 33 18 (see this Legation Despatch No. 12 of November 8, 1920. He has resided in Mexico for the past few years and returned to Costa Rica only a few months ago. Immediately upon his arrival in San José, Saénz began his attacks on imperialism. and his latest venture in journalism is certain to bring forth many anti American articles.
It may be seen from the enclosed copy of the publication that practically every anti American Costa Rican writer is included in the list of the principal collaborators. Juan del Camino, Antonio Zelaya and Carmen Lyra; and that among the articles in the first issue, several are decidedly anti American.
It may also be noted that the minimum program of the Costa Rican Socialist Party (pages 29, 30 and 31)
contains many anti American clauses, such as nonrecognition of the Monroe Doctrine; non recognition of the Bryan Chamorro Treaty; non recognition of the Oreamuno Hughes Canal Protocol; and adoption of the Calvo, Drago and Estrada Doctrines as standards of international policies.
The Legation is not led to believe that the new publication will devote much of its space to furtherance of the aims of the newly formed Socialist Party of Costa Rica; nor is it likely that Vicente Saénz and his intellectual friends will find many readers or followers
