This article, entitled THE STUPOR OF CENTRAL AMERICA. stated that Cuba, in spite of internal strife, has made superhuman efforts against the exploiting imperialists and the government which protects them, and has been able to obtain abrogation of the Platt Amendment; that even Panamá appears to be gaining ground in obtaining a revision of the Bunnau Varilla Treaty; but that Central America is losing the opportunity given by the good neighbor policy, and instead of at least attempting to seek the revision of treaties which hold Central America at the mercy of imperialism, it continues to grant concessions to Wall Street and the White House. The Department may note from the program of the Socialist Party that abrogation of the BryanChamorro Treaty and the Hughes Oreamuno Protocol is advocated.
