NOV 1 1935 USATE The attached despatch NO. 867 of September 24, 1935, from the Minister at Costa Rica reports the desire of the Costa Rican Minister for Foreign Affairs to receive information with regard to the transmission of funds and instructions from communist organizations in New York to the communist organization in Costa Rica. The Foreign Minister apparently hopes that, if no information is available to the Department in the premises, information may be obtained from the United States Department of Justice or looal police agencies.
No information is available to EE showing the transmission FW 818. 00B 90 of funds from communist organizations in this country to communist organizations in Costa Rica and, similarly, no information is available showing the sending of specific instructions from the communist organizations in this country to those in Costa Rica. would see no objection to informing the Costa Rican Government in that sense and would suggest the omission of any reference to the general question of the close connection that exists between communist organizations in the two countries.
