REPRODUCED AT THE NATIONAL ARCHIVES. DECLASSIFIED Authority Stateletter Whz öy ME, NARA Date 2498 attention to Octavio Beeche. The CORTESISTAS, however, refer to the BEECHISTAS and the COMUNISTS as the common enemy of León Cortés, and accuse them of having formed an alliance to defeat Cortés.
Several BEECHISTA party workers have told me that their only fear is that the CORTESISTAS will attempt to avoid a second election by having the Congress name León Cortés as First Designado. This would presumably be unconstitutional, according to Article 73 (2) of the Constitution of the Republic.
The fears of the BEECHISTAS in this connection are ageravated by the fact that the CORTESISTAS have a majority in the Congress.
In the event of Cortés being named President or First Designado by the Congress on March 1st, the BEECHISTAS have told me that they will not permit such unconstitutional procedure but will use force if necessary to keep Cortés out of the presidency. It is believed, in this connection that the majority of the Army and Police officers and policemen are BEECHISTAS.
