HC Sir: have the honor to report that Mr. Carlos Salazar, son of the Minister for Foreign Affairs of Guatemala, has been in Costa Rica during the past week on a mission which is reported to be an investigation of the communist gains made during the recent congressional elections.
An increase of more than one hundred percent in the communist vote in Costa Rica during the past two years, coupled with similar manifestations in Mexico, is said to have alarmed President Jorge Ubico of Guatemala and caused him to send Mr. Salazar to San José to make APR FILED LINU 1938 discreet
