RELATIONS BETWEEN COSTA RICA AND THE UNITED STATES Dr. Calderon Guardia extolled the Good Neighbor policy, and, in general, the foreign policy of the United States as expressed in recent speeches by the President and the Secretary of State. He said that he favored recognition by the Latin American countries of the leadership of the United States in hemispheric cooperation in face of the existing world situation, and that he wished Costa Rica to identify itself closely with the policy of the United States, and to realize its responsibilities as 711. 18 a near neighbor of the Panama Canal.
