At the present time, besides being a deputy, he occupies the position of SecretaryGeneral of the Communist Party in Costa Rica. He was a candidate in the last presidential election, although at that time he had not reached the legal age of thirty years to be elected president.
The outstanding event of Dr. Porras visit to this city was a meeting on January 14, held in honor of the visitor by the Communist Party, at which Mora and Dr.
Porras were the principal speakers. According to LA TRIBUNA, referring for the first time to the visit of the Panamanian deputy, the meeting place, which was the Communist Club, was completely filled with adherents, and a police picket was placed in the environs of the club for the purpose of preserving order. The meeting appears not to have been molested in any way, however.
Mora speech was not quoted, but it was announced in LA PRENSA LIBRE on January 14 prior to the meeting that Dr.
Porras would be especially praised for the fact that in his capacity as a deputy, and being loyal to his socialistic ideals, he was the only deputy in the Congress of Panama who oppo sed, on a recent occasion, an act of provocation against the people of Costa Rica when 1, 000, 000 was voted for the purchase of arms at the precise moment when the Government was withdrawing from Congress the boundary treaty between Costa Rica and Panama.
Dr. Porras was not quoted at length by LA TRIBUNA, but he was stated to have said that he was fully convinced
