It is certain that the party counts heavily upon such support. LA HORA said on January 30: Following its new road of national cooperation, the Communist party will separate itself from its completely sectarian and party ideology in order to bring to its side all civically and honorably minded Costa Ricans, and it added that among those who will attend the meeting there will be elements who are democrats not communists.
As was pointed out in the Legation despatch No. 238 of May 11, 1938, the communist vote, including that of liberals who voted for the communist ticket but were not affiliated with the party, amounted in the last Congressional election to only about 8, 000, which, however, was an increase of approximately 4, 000 votes over the number cast in the previous general election.
It remains, of course, to be seen what the eventual success of the Communist party in Costa Rica will be, but as matters now stand it does not appear that the Government is particularly apprehensive, for no measures whatever have been taken to interefere with or to suppress the activities of this party. The meeting at which Mora was nominated was held openly, was widely advertised, as has been remarked, and was not molested in any way by the police or by others.
On the other hand, the tolerance of the Government is not to be taken as an indication of approval or endorsement of the activities of the Communist party.
