318. 00 1598 Sir: have the honor to refer to previous reports on this subject, ending with my telegram No. 14 of 75 76 February 12, 1940, by which the Department was informed that, on the basis of preliminary returns, Dr. Calderón Guardia was leading his strongest opponent for the presidency by eight to one; that his party had apparently won all seats in the National Congress which were under contest; and that the Bloque de Obreros y Campesinos had possibly won two seats on the municipal council of San José.
