In December, 1959, the National Congress passed a resolution in sympathy of Finland and in condemnation of Russia. Manuel Mora was the sole candidate voting against this resolution. In explanation of his position he stated that he was not lacking in sympathy for Finland, but that, since the National Congress remained complacent when Germany, which had influence in Costa Rica through commerce and otherwise, invaded Austria, Czechoslovakia and Poland, he felt that it was not entirely appropriate to become suddenly self righteous against Russia, a country having no interests in or relations with Costa Rica.
This incident was made full use of by the National Republican Party in unmerciful newspaper propaganda purporting to show that Manuel Mora was a puppet of Stalin and at least a silent partner in the atrocious attack against Finland. High officials of the Catholic Church also lent their names in the campaign against Mora. These factors undoubtedly had great influence amongst the less well informed masses, since there is tremendous popular sympathy in Costa Rica for Finland.
If it had not been for the developments resulting from the hostilities in Europe, it is probable that the total vote for Mora on February 11 would have been increased by one hundred percent through his receipt of votes of liberals sympathizing with his program and of others opposed to Dr. Calderón Guardia.
