Over nine tenths of the statutes of the Communist Party of Costa Rica are concerned with the organization of the Party and the discipline and duties of its members.
There is no attempt on the part of the party leaders to cloak the similarity of the new party to the old. In the manifesto issued by the former Communist Party, in compliance with the directives from Moscow declaring the dissolution of the Communist International, it was clearly pointed out that the information is false which represents the decision of the Comintern as an order for the dissolution of all Communist parties. The opposite is true, said the manifesto, and declared that the Communist Party under the new conditions would become one of the factors of the political life of the country.
The similarity of the two parties was again emphasized in a telegram dated June 16, 1943, which Manuel Mora sent to The Daily Worker, 50 East 13th Street, New York, announcing the founding of Vanguardia Popular. The organization and the members of the Communist Party are being incorporated in the new party and the program and statutes of the two are without substantial variations. continuedn the telegram. The Vanguardia Popular Party has announced that it will continue being the political vanguard of the organized laboring class and other workers fighting for better living conditions.
The members of both parties mentioned above remain the same and Manuel Mora continues as the leader of the new party as he was of the former. Manuel Mora has never before hesitated to proclaim his adherence to Communist principles or his connection with the Communist Party. He alone among all the Costa Rican deputies refused to vote for the censure of Russia for that country attack upon Finland. For this he was bitterly criticised by Costa Rican press and public and in particular by the Roman Catholic Church. As far as can be ascertained by this Embassy he has from the beginning adhered rather strictly to the party line and during the agreement between Russia and Germany he tried to keep Costa Rica out of the war and out of the orbit of the United States by calling the war an imperialistic one.
The dissolution of the Communist International has consequently been a victory for Manuel Mora and his Communist. group here in that by a change of name Señor Mora obtained the approval of the Archbishop of San José olic workers to join the Vanguardia Popular Party (my despatch No. 373 of August 10, 1943) and may possibly attract additional persons who were deterred before by the name Communist.
