It is believed the foregoing will show that below the surface of the present political wrangling and vituperation, which customarily characterize presidential campaigns in Costa Rica, there are some significant and even novel under currents in this campaign. It is imcreasingly evident that the Picado Mora faction is taking up its position as a party of the left, comm.
program of social reform. The Cortés party on the other hand is tending to gather in persons of conservative views.
The issues are somewhat befogged, of course, by the fact that the record of the Calderón Guardia Government, as regards administrative probity and efficiency, leaves a good deal to be desired; at the same time there is undoubtedly much truth in the charges of the Cortés faction of coercion and duress on the part of the Administration in favor of its candidate in the present campaigm. These are the chief negative factors affecting the Calderón Guardia Picado ticket, while certain disquieting aspects of the Cortés candidacy have been mentioned above. Barring drastic and unexpected shifts of position, the campaign will probably be fought out along these lines. The traditional political battling over the personalities of individuals is giving way here, as elsewhere, to a struggle between two radically opposed social philosophies.
