They seem to be disturbed about certain coming events in Costa Rica. have told them that would submit their views to the State Department if presented in writing. The enclosed memorandum is the result. If any further word from the authors of the memorandum is desired, Professor LaRue can be reached at the Bureau of Plant Industry here in Washington where he is presently employed.
