The memorandum discusses political conditions in the Republic of Costa Rica, in the light of the approaching election in that country.
As you are of course aware, it is the unvarying policy of this Government, orxarted Andemax We Aree not to intervene in the internal political arfairs of other nations. Any comments on the contents of the memorandum would consequently be unwarranted.
