In the recent controversy which arose in connection with the resale of the codulas of the Credito Hipotecario of Costa Rica, the Mexican Embassy here made energetic representations which were sufficient to cause President Calderón Guardia to reverse the stand taken by Foreign Minister Echandi regarding this matter. As the President remarked, when a choice had to be made between Mexico and Franco Spain, it was a foregone conclusion that Costa Rica would favor Mexico.
When it was reported that the Mexican labor leader Vicente Lombardo Toledano was going to transit Costa Rica en route to Montevideo on the eve of the election here, Ambassador Córdova frankly expressed his belief that this was an inopportune moment for such a visit.
He went on to say that he planned to see Lombardo at the airport and endeavor to persuade him to refrain from any comment on the present political situation here, The Department will recall that President Calderón Guardia and Manuel Mora have both come in for strong criticism for their friendly relations with the Mexican labor leader who stirred up a tempest here Soveral months ago when he was quoted as favoring the election of Picado and calling Cortés a pro Nazi reactionary.
With the exception of Mora and a few of his associates Lombardo Toledano is generally feared and disliked here. One of the criticisms of Picado alliance with Mora has been that Mora is under the domination of Lombardo.
President Calderón Guardia is reported to have gone to the Sabana Airport on the morning of February 15, in order to meet Vicente Lombardo Toledano, the Mexican labor leader and President of the when the latter stopped over for fifteen minutes on his way to a labor conference of the in Montevideo, Uruguay.
