GOB Subject: Conference of Youth for Victory; club Juventud Unida of Costa Rica; Cesar Augusto Cascallar Carrasco; Communist Activities in Costa Rica As of possible interest to you, there is enclosed herewith a memorandum setting out information received from a reliable, confidential source concerning the activities of Cesar Augusto Cascallar Carrasco, organizer of the Conference of Youth for Victory which was held in Mexico, in July 1943, who was in Costa Rica during January and February 19W for the purpose of organizing a youth movement. Information is also set out in the enclosure concerning the reported activities of Cascallar in organizing similar movements in various Latin American countries.
The information set out in the enclosure has been made available to the American Embassies at Mexico, San Salvador, El Salvador; Caracas, Venezuela; Montevideo, Uruguay; Buenos Aires, Argentina; Bogota, Colombia; and fan Jose, Costa Rica.
