STRICTLY CONFIDENTIAL The honorable The Secretary of State Washington, Str: have the honor to enclose herewith a clipping of a manifesto of the Vanguardia Popular Party calling for the realization of their program which appeared in LA TRIBUNA of April 18, 1944. The manifeste, signed for the Political Bureau of the Party by Manuel MORA, stresses that organization now familiar theme that they did not participate in the elections of February 13 merely to win power but to assure the successful carrying out of the social and economic platform agreed upon by the Vanguardia and Republicano parties.
ster 818. 00 2034 o In the manifesto Mora states that there are many interests who are willing to spend money to see that Teodoro Picad the Presidency. However, since their planning will be to no avail, it is probable that their strategy will be to put all obstacles in the way of the incoming administration when it attempts to carry out its announced program. For this reason, Mora continues, it is necessary for the workers to realize that the struggle is not at an end, but is just beginning. We have faith that the new President intends to fulfill his promises. But we know that his good intentions will be frustrated if we leave him alone, in the power of the forces opposed to progress.
FICHID In order that the new Government and the people in general should understand that the working class is alert and prepared to defend its rights, the manifesto calls for Vanguardia followers to Take to the streets on May 1, in a large demonstration of their strength.
