While developments thus far are undoubtedly encouraging to the Picado Administration, some of the basic problems remain more or less unchanged and are apt at any time to crop out and test it severely. Relations with the Calderón Guardias and the Vanguardia Party continue to hold the key to the present situation.
It will require great tact and political skill on the part of President Picado to win the support of groups now still won the fence without antagonizing the Calderón Guardias and Manuel Mora.
