DECLASSHTED AIR MAIL In the meantime the latent bad feeling between the CICR and the rival serum Novarun unions has recently broken into the open; the former accused the latter of prejudicing their possibilities of obtaining higner wages for workers on the Atlantic coast by the latter acceptance of a contract with the Goodyear Rubber Company in which, according to the CTCH, wage rates were fixed entirely too low. There followed an exchange of criticisms in the daily press, and the Rerum Novarum, in order not to appear dominated by capital, has been forced to demand higher wages from Goodyear. These demands have not as yet been acted upon.
While the simultaneous appearance of these three offensives by Vanguardia Popular and the CTCR may be mere coincidence, it seems more likely that they have been undertaken as a part of a deliberately more aggressive attitude. It is not at all improbable that Manuel Nora has decided to wage a vigorous campaign for further gains before the Picado Administration swings so far to the right that such gains would be impossible of achievement. He cannot fail to know that a part of the Cabinet, led by the President brother, is hostile to him and to his following, and he may be beginning to suspect that the President himself is animated more by a desire to be the unquestioned leader of a conservative Costa Rica than he is by any urge to further social reform. The President skill in finding peaceful solutions to the many difficult questions he has been called upon to face has been remarkable; his success in placating Mora in the near future will be of paramount importance in determining the course of events to come.
