ECRET The Honorable The Secretary of State Washington, 018 Sir: have the honor to transmit herewith a memorandam prepared by Third Secretary VATROUS of this Embassy covering a conversation he held on October 18 with Manuel MORA, Chief of the Vanguardia Popular Party of Costa Rica.
P: 61Às the Department is aware, Señor Mora is one of the key figures in the political picture here. Moreover, he has recently been the subject of much speculation because of his party sudden adoption of a conciliatory attitude toward both foreign and native capital, as has been previously reported.
It is believed, therefore, that the Department may find his views on the political situation of interest at this time.
