no SECRET yes Roi Distribution The Honorable The Secretary of State Washington, Sir: 218. 00 10 3044 have the honor to report that the recent disturbances in the various Central American countries together with the ill fated expedition of Nicaraguan General Alfredo NOGUERA Gómez have aroused considerable interest in Costa Rica and have been much public comment concerning the political affairs of Central America. While Costa Rica is the nation normally most aloof from the various political crises which periodically beset her neighbors, it was manifestly impossible for the events of the past two weeks to have occurred without exerting some influence on both Costa Rica international and internal political situation. For this reason it is believed that a summary of the attitude of Costa Rica toward the other four Central American Republics will be of interest to the Department at this time.
thos. 01 81 EIL GUATEMALA The overthrow of General PONCE in Guatemala and the subsequent exile of Ponce, his cabinet, and ex President UBICO has been followed in Costa Rica with great interest, and the revolutionary movement most unanimous approval here. Although the Government has been consistent in its refusal to comment on the situation in Guatemala, public opinion has been outspoken in its condemnation of Ubico and Ponce, who is generally considered here as no more than a front for the continuation of the former regime.
