818. 00 11 244 047. 00 10 31, Sir: have the honor to report that, following the falling off of criticism about the Noguera Gomez incident reported in the Embassy despatch of October 23, 1944, the internal political situation in Costa Rica has resumed a calm aspect. Despite the considerable public agitation concerning political upheavals in Central America, President Picado has been surprisingly successful in following his policy of conciliation toward both Right and Left, and it is probable that more and more people are becoming convinced of the stability of his Government.
As previously reported the President has been unceasing in his attempts to happease the conservative elements of the country that opposed his election, and it is apparent that both he and his Minister of Government now feel that these efforts are bearing fruit. AS stated in my despatch No. 2011lof October 27, 1944, Fernando Soto Harrison is of the opinion that the time has passed in which Cortesistas could cause the administration serious trouble, and he feels that they are now effectively cooperating with the Government.
While this view may be somewaht tinged with optimism, it is undeniable that the moderate sector of the opposition has been increasingly won over to the President.
This tendency Picado has been encouraging by all the means at his command, and he has continued to visit various cities and towns outside the capital to discuss their problems with local officials and to meet with any leaders of the opposition who wish to confer with him. He evidently thinks that much headway is being made by these tactics, for the recently told a friend CS 818, 00 11 244 that
