Sir: have the hohorotetër to the watssys despatch No. 21244 November 7, 1944, transmitting a newspa per report of denunciations of the Government of President Teodoro Picado of Costa Rica as undemocratic by an anonymous Costa Rican university professor, and to enclose herewith the Spanish text of a news item in the Mexico City daily NOVEDADES of November 8, 1944, recounting an interview between a reporter of that paper and Sr. Carlos Jinesta Muñoz, Ambassadár of Costa Rica to Mexico. 19. 00 11. 1044 tie dam In this interview the Ambassador indignantly denies the accusation that Costa Rica has ceased to be democratic and that guerrilla groups are fighting against PI Picado Government. The Ambassador says that President Picado had no connection with putting down the conspiracy against President Somoza of the Nicaraguan General Alfredo Noguera Gómez, since President Picado was absent in California when he was informed about it. Ambassador Jinesta Muñoz protests that there is complete freedom of press and public in Costa Rica and that no political arrests have been made by President Picado.
