Sir: 318. 003 11I have the honor to transmit a memorandum of a conversation which had yesterday with General René Picado, Costa Rican Minister of Public Security, who has recently returned from a visit to the United States. As the Department is aware, General Picado has strong anti communist opinions. have heard reports indicating that since his return from the United States he has been particularly violent on the subject and has never missed an opportunity of expressing himself regarding it.
