Announcement of the new paper has apparently further alienated relations existing between the Government and its present backer, the TRIBUNA. AS reporte despatch No. 2112 of November 20 General Pinaud has lately shown irritation at the Administration, and according to a reliable source the TRIBUNA circulation is fast approaching the vanishing point. According to this source, the only way in which a pro Government paper in Costa Rica can make a profit is from Government funds, and these have apparently not been forthcoming under Picado. It would not be surprising, therefore, to find the TRIBUNA openly breaking with the Administration in the future, and, in point of fact, it recently joined with the DIARIO in editorially criticizing the Government decision to refuse admission to Costa Rica to ex President Arnulfo Arias of Panamá.
