LRD CONFIDENTIAL The Honorable The Secretary of State, Washington. 50DEPARTA Sir: 818. 00 CCARL 818. 00 12 544 With reference to the ambassy despatch No. 2144 of November 27, 1944, in which was discussed the controversy over the labor Code and the propaganda emanating from the Right in an attempt to have it suspended or modified in its application to agriculture, have the honor to enclose a copy and a translation from TRABAJO of December 2, 1944, of a declaration of the VANGUARDIA POPULAR party which sets forth the attitude of that party toward the controversy. It will be noted that the party jumps to the defense of the Labor Code, although it agrees that some adjustments may be made. It accuses the coffee growers of trying to defeat the Code by deliberately not planting crops of prime necessity and taking other action to discredit it. It proposes that the coffee growers be force utilize their unused lands and that the Government take steps to establish farmers on lands which are the property of the state, with a view to their producing prime necessities.
Man During the last week the agitation in the press for suspension of the Labor Code has subsided to a great extent and it is hoped that President Picado has succeeded in getting the opposing factions together for the purpose of finding a solution which will be within the realm of political possibility.
