DECLASSIGED REPRODUCED AT THE NATIONAL ARCHIVES Authority Statele fer hr By We Date 2997 The principal address at the Rerum Novarum meeting was made by the Archbishop, who tried to emphasize the non political aims of Rerum Novarum. This address was given wide publicity in all papers. He was, howe ever, followed at the rostrum by Father Nuñez who declared that his organization was prepared to drive out of Costa Rica all Communism which exists here.
Considering Father Nuñezl known personal belief that Communism and Vanguardia are synonimous, it seems improbable that he will long refrain from expressing open opposition to Vanguardism, a stand which might have serious repercussions on himself, his organization and Costa Rican politics, The second event of May Day which is of political importance was the defeat of the Calderonista candidate for President of Congress. Dr. Rafael Angel Grillo be Ocampo was elected President of Congress to replace Lic. José Albertazzi Avendaño. The latter was the candidata of the Calderonistas. The first ballot resulted in a tis between the two candidates, each receiving twenty two votes and one yote being cast in blank.
The second ballot resulted in the election of Dr. Grillo by twenty three votes to twenty two. The victory was won by a combination of the Cortesista forcos with those nominal Calderonistas, such as Dr. Grillo himself, who have now retreated from the leftist swing of their party and are generally known as Picadistas, The other members of the Congressional Directorate who were elected are Calderonistas, the deputy who gave the deciding vote in favor of Dr. Grillo for Presidents having voted for the other side in selecting the other officers of Congress. The latter results, which were actually reelections of former incumbents, were as follows: Vice President, Lia, Francisco Fonseca Chamier; First Secretary, Don Aristides Baldedano; Second Secretary, Lic. Don Julio Muñoz Fonseca; First ProSecretary, Lic. Don Alvaro Cubillo Aguilar; Second Pro Secretary, Lic. Don Rodrigo Sancho Robles.
Following the election of the above Directorate, the new President appointed committees. Here again the most extreme leftists suffered a setback, in that.
several of their leaders lost key positions which they had previously held. Manuel Mora, leader of the Vanguardia Popular, was removed from his important and responsible post of Chairman of the Finance and Tax Committee and finds himself a subordinate member of the Committee on Public Works. He was replaced in the Finance and Tax Committee by a. Picadista. There is enclosed a list of the committees as appointed on May It should be mentioned, however, that the defeated side is energetically protesting the selection of the committees and more may be heard on this question.
