818. 00710 3145 Refer to memorandum of October 30, 1945 describing the first visit of Miss Ana Rosa Chacon to the Department. Miss Chacón called again this afternoon to learn the results of CCA examination of her document entitled El Caso de Costa Rica.
Mr. Cochran inquired concerning the attitude of the Agrupación Civica Femenina toward the present proposal to reform the Costa Rican electoral code. He said he understood that the Opposition was working against the reform measure. Miss Chacon replied that the Opposition viewed with favor the provisions of the proposed code but knew it was useless for the Government to pass the reform law as no serious effort would be made to make it effective; therefore passage of the reform would not operate to assure clean elections next February.
Mr. Cochran again asked Miss Chacon what purpose she had in asking the Department to look over her document. She replied that it was merely to give the real truth concerning the political situation in Costa Rica, a question which, according to her, had never been properly reported by the Embassy.
