He thanked Miss Chacon for the opportunity of examining her document and returned it to her.
Upon leaving, Miss Chacon said the Department had now had a chance to see the real truth of the political situation in Costa Rica as described by her document. She then added that American officials recently assigned to Costa Rica by the Government had allied themselves with Communists and with corrupt Costa Rican officials and that because of such alliances the Department could not expect to receive unbiased reports.
Miss Chacon was asked whether it was her belief that American representatives to Costa Rica had always favored free elections. She said this was true but that unfortunately the officials had associated themselves with the wrong groups.
