Then the police authorities were lead to believe that certain elements of Vanguardia Popular intended to take to the streets on the evening of that day they were inforned by the President orders that the police would put down any rioting whether the rioters belonged to any of the groups supporting him or not. This act together with the thorough policing of San José prevented any violence in the Capital.
The election of one deputy from Heredia is not yet clear and the Acting Minister of Public Security has informed me that the President has resisted all the argunents brought to bear by Francisco CALDERON Guardia to force the issue in favor of his party.
Many telegrams have been published not only in LA TRIBUNA, a Government paper, but in LA PRENSA LIBRE as well congratulating the President on the manner in which he conducted the elections. nunber of such telegrams have co ne fron nenbers of the Opposition.
The Opposition press is already, however, alleging many fraudulent acts in the election and such charges will continue to be made until the last electoral case is settled before the high electoral board and a report on the elections is forwarded to Congress by the board, This will take place when the next ordinary meeting OI Congress is convened, probably in May. The Acting Minister of Public Security inforns me that until that date runors of all kinds will be spread and the political situation will lack tranquillity. I am enclosing a copy of a memorandum given me today by the Legal Attaché entitled Freedom of Recent Elections.
