He harshly criticized the manager of the company, Mr. Green, and stated that the whole situation was brought about by Green intransigence. He said that even Mariano Anderson, lawyer for the company, had interceded with Green in an effort to arrange some compromise which would permit settlement of the dispute but that Green bad refused to listen even to Anderson. He said that the regulation concerning hours promulgated by the Government had fully satisfied the laborers on that score, but that several little things remained to be settled. He emphasized his willingness to come to an understanding on these differences but stated that Green was apparently entirely inflexible. In answer to a question he stated that the Government was disposed to maintain control of the road indefinitely, if necessary.
