favorable action upon any specific legislation will need the prior approval of both the Calderonistas and the Mora group.
The Embassy believes that the Vanguardistas probably remained at about their 1942 level of voting strength, a fact which is doubtless disappointing to Mora since it is generally thought that his party had increased in strength.
The failure to grow may be attributed to Mora identification for the past two years with an unpopular Gover There is always the possibility that the Vanguardistas sever relations with the Administration in order to gain strength through a return to its former role of independence.
With respect to the 1948 election possibilities, the midterm Congressional voting apparently has done nothing to improve the chances of either ex President Calderon Guardia or ex President Leon Cortes. Since there was no governmental landslide in the present elections the Opposition has been claiming that Calderon Guardia is now eliminated as a presidential possibility. It is true that Calderon is in a way in a less favorable position now than he was prior to the midterm elections. It is also thought that Leon Cortes lost considerable ground. The Government was able to elect two deputies in Cortes home province areas and the 1944 elections the Opposition made a clean sweep there, There has been a small amount of discussion of the possibility of a compromise candidate for 1948. This does not mean that the present aspirants have renounced their ambitions, but the Embassy believes that the possibility for a compromise of some kind has been greatly increased.
