DECLASSIFIED REPRODUCED AT THE NATIONAL ARCHIVES Authority Statele fer lahz By ME, NARI Cate 2498 STANDARD FORM NO. 64 Office Memorandum UNITED STATES GOVERNMENT DATE: March 14, 1946 To: CCA. Mr. Carmen CCA. Mr. Wilson SUBJECT: Labor and the Midterm Congressional Elections. Costa Rica)
FROM. Report. from Labor Attaché states the position of labor will not be materially affected by the outcome of the midterm congressional elections.
The Vanguardia Popular Party, under the leadership of Manuel Mora, gained one seat but feels its position in Congress has been greatly improved as a result of the elections. It is expected that Vanguardia Popular will do everything in its power to institute new social and economic reforms during the next two years. Father Nuñez, director of the Catholic inspired federation of workers unions, felt that the elections had been carried out in a fashion much improved over those of 1944 but thought that had the elections been completely free the Government would have taken a beating. 818, 00 1446 Both the Vanguardia Popular Party and the Government party are interested in electing exPresident Calderon Guardia, who is considered a great friend and benefactor of labor, to the presidency in 1948. 818. 00 1446 (Despatch 1601, February 14, 1946. from San José. and be mom Rev CCA:CWertenbruch
