818. 00 2246 JUL. 1945 SIR: DEPARTMENT OF STATE have the honor to report that, while the Department has been advised heretofore of the program of the Vanguardia Popular Party, do not think it amiss to enclose a summary outline of this program which has been prepared by the Labor Attaché of this Embassy.
me REPORTING SERVICES DIVISION OF FOREIGN This ex Communist party has been and is so much discussed in the internal politics of Costa Rica and in its possible relation to international Communism that upon my arrival at this post made a thorough investigation of the program of the party, and secured the opinion with regard to it of such men as Archbishop Sana bria ana Don Julio Peña, the Managing Director of the Banco Nacional, a man who is well known in Washington.
The opinions of these and other representative Costa Ricans were forwarded to the Department in my despatchs No. 377 bf April 26, 1945. 1818. 80 2648 dele, eca, rl, fe, eur x, eth is es, no The relations of the Vanguardia Popular Party with Moscow are difficult to verify but would seem to me to be somewhat tenuous. Manuel Mora, the leader of the party, insists that it does not follow any party line and is an entirely national organization. The program of the party, as will be seen by the enclosed summary, would be defined in most countries as merely a liberal program.
